Ruud 10 Seer Central Air Conditioner Unit

My outside Ruud air conditioning unit is having problems. The outside fan continues to run even if the thermostat is set to off. The only way to stop the fan running is to pull the disconnect plug or turn off the breaker.

If I leave the plug in and try to start the unit from my thermostat it flips the breaker off.

Is it possible that this could be a capacitor problem? The capacitor does not appear to be damaged but it is hard to tell because it is the round type and has a plastic tube -like casing.

CONTACTOR ISSUE?

i had the same issue with a ruud/rheem unit and i found that it was the contactor stuck on.After awhile the contacts have a coating on them that get worn down over time exposing the steel and if the unit stays on for long enough it welds itself on so when the thermostat shuts it off it gets the signal but cant turn off. i dont advise the average guy to fool around with this kind of issue
