Compressor Noise And Not Running

When outside unit is first turned on a loud hissing noise around compressor starts and lasts an average of three minutes. During this time period both copper tubes are vibrating erratically then hissing slowly subsides and it is finished off with a loud click.

After this click only thing running is the fan and consequently we have only warm air running in the house. The unit is a Grand Aire and was installed 1 year ago. There is no info on unit of who installed it but do have all the specs on it.

This original unit was stolen while I was closing on this house and home owner had this one installed so we could complete the close therefore don't know who put it in.
